Introduction

Scope

This Directory of City Officials for Springfield, Illinois covers the period from 1832 to the present and is based on an unpublished manuscript by Helen Van Cleave Blankmeyer which was donated to the Sangamon State University Archives in 1975. At present, this index covers Springfield mayors, aldermen, and commissioners from 1832 to the present.

Using the Index

The index is in roughly three sections. First, there is a forward with information on using the index, abbreviations used, and a brief history of Springfield city government; second, the main index, alphabetical by person's name, listing the specific years as an official and biographical references to published county histories; third, the chronological section, where officials are arranged chronologically according to when they held office.

Limitations

This index is not all-inclusive, but is expandable as additional information is discovered or as spellings or dates are verified. The main county histories used refer to biographies but researchers should also check references in other sources such as the Journal of the Illinois State Historical Society. Two county histories not used in this index were Powers' Early Settlers and Campbell's The Sangamon Saga; these should also be checked in research.

Other City Officials (elected or appointed)

The Springfield City Directories, up to 1953, contain a front page listing of all city officials; after 1953, these are listed in the general name index under "City Officials." Also, the Sangamon State University Archives owns the original election returns for Sangamon County from 1821 to about 1930, and Springfield election returns will cover other city officials. Researchers should refer to these for specific times or dates.

City Government in Springfield, Illinois

1832, April 2 Town of Springfield incorporated, with a five-member Board of Trustees and elected President of the Board.
1840 Springfield incorporated as a city, and divided into four wards. City Council made up of an elected mayor and one alderman from each ward.
1854 Council changed to elected Mayor and three aldermen elected from each ward.
1874 A fifth and sixth ward are added to the council.
1882 City government is changed to seven wards with two aldermen from each ward, plus an elected Mayor.
1911 Springfield adopts 5-person Commission form of government.
1987 Springfield changes from Commission to Aldermanic form of government.
1991 Full strong mayor/ aldermanic form of government with ten wards, an alderman elected from each ward, and a mayor elected at large; term limits.

³ The mayor and four aldermen made up the City Council; terms were staggered with two alderman terms expiring at the end of one year and the others at the end of two years. The council had the power to appoint judges of elections, Clerk, Registrar, Treasurer, Assessor and Collector, City Marshall, Engineer, Street Commissioner, Sexton, Market Master, and City Weigher. All positions were removable at the "pleasure of the Council."
⁴ Some county offices were consolidated in 1841. The Fire Marshall also became the Market Master; the City Clerk was also the City Attorney.
⁵ Mays was one-time Receiver of the Land Office, a member of the state legislature, and later member of Congress; he owned one of the first pianos in the area.

⁷ In 1843, James Conkling was named City Clerk and Attorney.

¹⁶Cook was grandson of Ninian Edwards, Territorial Governor of Illinois, and son of Julia Edwards and Daniel P. Cook. He grew up in Edwardsville and later became a General in the Civil War, and Quartermaster-General of Illinois.
¹⁷John W. Priest came to Illinois in 1840 from Vermont and was a tinner by trade. He bought a farm, opened a stove and furniture business, and started up a brickyard. He was an alderman for 8 years, Mayor for 4 years, and President of the Waterworks and School Boards.
¹⁸William Jayne was the son of a pioneer doctor and a graduate in medicine. He became state senator in 1860, resigning in 1861 upon his appointment as the first Territorial Governor of Dakota by President Lincoln. He later was a delegate to Congress from Dakota and was appointed Pension Agent for Illinois by President Grant in 1869.
¹⁹John W. Smith, at various times in his life, would be a census enumerator, state legislator, sheriff, Collector of Internal Revenue and Warden at Joliet in 1873.
²⁰Vredenburg was a former merchant-lumberman.
²¹Bradford was a native of Philadelphia and co-owner of the Johnson and Bradford Bookstore. He served in the Mexican and Civil Wars; became a superintendent of Public Instruction for Sangamon County and had been a City Treasurer and Alderman.
²²N. M. Broadwell had studied law with Lincoln and Herndon, practiced in Pekin, Illinois, and came to Springfield in 1854. He was a member of the state legislature in 1861, and became a County Judge in 1862.
